yesterday, a blue screen would pop up stating 'your pc ran into a problem and needs to restart.  we're just collecting some error info, and then we'll restart for you.'  it would do that about every 10 min, so I just shut it down until this morning.  started it up this morning, and after about 15 min it did the same, so I tried to go into safe mode to try to see if there's any 3rd party software & remove it but the troubleshooting screens keep coming up & computer keeps restarting & I can't get anywhere

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

Before troubleshooting startup issues, remove or disconnect all discs and devices from the computer.

  • Step 1: Remove discs and devices
  • Step 2: Perform a hard reset
  • Step 3: Run hardware diagnostic tests
  • Step 4: Refresh or reset your PC. Click here: https://support.hp.com/in-en/document/c04718479 to complete the troubleshooting steps. By end of the article, you will be able to fix the issue.
