can't get system to boot from usb

I want to reinstall windows from usb. nothing I try get usb drive to show up on uefi boot list.  i noticed that legacy support is no longer there.  I have disabled secure boot, i have usb drive as first boot option in list "os boot manager is 2nd", but every time I hit f9 for boot list, only thing listed is "os boot manager' with the internal ssd available.  i'm dring myself nuts trying to get it to boot from a windows 10 1903 drive i have used many times in the past.  hoping someone can shed some light. thanks!

Given the date of your post, I would have expected someone to respond to it before this -- but since that has not happened, I will take a shot at it ...

You said "Legacy support is not there" -- so that means there is no Legacy mode option in the settings?

That means that your boot media has to support UEFI booting and it probably does not, otherwise, it would have worked.

Your best bet for reinstalling Windows on an HP PC is to create or buy HP Recovery Media -- see below:

- Factory reset using external HP image you make
- Factory reset using external HP image you buy

Each of these is discussed in some detail below ...

HP provides a Cloud Recovery tool that you can use, together with a 32GB USB stick, to create your on HP reset media.

This works the same as the factory reset described above.

For those PCs not supported by the Cloud Recovery, in some cases, HP offers Recover Media for sale. This can not be downloaded; instead, it must be ordered from HP.

HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.

In some cases, you may be able to order a USB stick instead of disks.

Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click &quot;Update&quot;.<br><br>If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the &quot;+&quot; symbol to expand that entry and click on Order Media for details.

Try using Rufus boot tool to create the bootable usb, and choose the gpt /uefi boot options.

It worked when the USB was FAT32 and not NTFS. thank you both so much for replying

You're welcome and thanks for letting us know so it will help others.UEFI bootable must be formatted fat32. Rufus boot tool is a very good bootable usb creator with all options available.

I figured it out when I inserted my acronis boot USB and it actually booted and I looked at the difference between that and the one that would not boot and it was the file system. once I used Rufus to format it with FAT32 then it worked. It is the first time I have seen a computer that does not even have an option for legacy. Meaning the option is completely not there and this is a brand new computer so we must be a new trend in technology maybe?

Yes, they are trying to get rid of legacy in consumer machines, you might still find it on business class hardware. It may be hidden in the setup and you may have to disable secure boot before it becomes available. Not worth messing with if you don't need it because you can screw it up with security keys and windows activation. Legacy is a much easier thing to deal with and Linux can have uefi issues, especially the Ubuntu flavours.
