Cant get comp to self fix was told to download hp cloud recovery tool but it always fails to find or download  whats the best thing to do

Sorry, but I don't understand anything
is the computer listed as compatible?
what is the problem at the origin, pure want to use the cloud recovery?
when is the problem, downloading the software, or downloading, creating a usb recovery key?
For cloud recovery , you have this to check
