So, are you saying that your optical device is now working fine?
Or, are you saying that some disks do not work?
Specifically, which ones?
If you insert a commercially-produced DVD movie, does it work?
No DVDs at all ?
Some DVDs ?
After installing VLC: https://www.videolan.org/vlc/download-windows.html
in order to "play" a DVD movie on your computer,
when you insert a DVD into your optical device,
VLC should immediately recognize the DVD content, and should automatically "play" the DVD.

> How do I use a snipping tool as I don't now how or what it is.
In Windows 10, there is a "Snipping Tool".
On the bottom-left of your monitor is the Windows "Start" button.
Immediately to the right of it is an area where you can type letters.
Type SNIP -- no need to press ENTER
Along the top of the left edge of your screen, you will see:
Programs (1)
Snipping Tool
Click on Snipping Tool.
When it opens, click Help to learn how to use it to capture a "snippet" of what you see on the monitor.
Save that snippet as a JPG file, and upload that file to this forum.

The image also says "Files Ready to Be Written to the Disc (2)".
Open the Windows "File Explorer".
Select the 'I:' drive-letter, which is your CD/DVD reader/writer.
Right-mouse-button click on those files, one-by-one, and choose to "remove" them from that "pending" queue.
Close "File Explorer".
Open/close the drive-tray, and see if Windows will now read the media, and let VLC access the content.

> How do you find File Manager ?
On the bottom row of your screen, you have the Windows "Start" button at the bottom-left.
Immediately to the right, you have more icons, such as the "blue-E".
Point your mouse to each of those icons, and "hover" -- like a helicopter hovers over a fixed spot.
A "balloon" will appear, describing the icon over which you are hovering.
Move the mouse-pointer to the mostly-yellow-coloured icon, hover again, and read the balloon.
I am guessing that your hardware is working correctly, and that you could benefit from using some of "help" functions that are built-in to Windows 10. Sometimes, pressing the 'F1' keyboard key will give you some help.
