The "File Explorer" on the other computer may have assigned a different drive-letter to the CD/DVD device -- probably 'D:'.
While you are "composing" a reply, you should see icons like:
B I U S (insert-spoiler-tag) (i) (this-lane-must-turn-left) (smiley-face) (chain-links) (moon above two mountains) ...
and so on. Click that 'moon' icon to start importing your "snipped" image.

I now see the image, and, within the image, the text:
CD-ROM 0 /
DVD ( I: ) /
No Media
Put a DVD into the device, and "refresh" that window.
If you already have media in the device, you have a "hardware" problem -- the device is not correctly reading from the media.

What happens when you click Action -- do you see any option to "Refresh"?

You could, or you could use a non-blank CD, or a commercially-produced DVD movie. Try each of them.

Everything looks exactly as it should, the "blank" media is in "raw" format, i.e., no "file-system" is present.
The "Dual-Layer" commercial media is formatted, using the UDF file-system.
So, it should "play" when you tell VLC (or Windows Media Player) to "open" the media.
