This has been happening for 2 weeks, after an HP tech helped me with a "Bitlocker Recovery" message every time I booted. She helped me turn off Bitlocker encryption, now I get the error message "Recovery, PC needs to be repaired, fatal error occurred processing the restoration data" file: \hiberfil.sys, error code 0xc0000719. The computer shuts down, then when I boot again, it is normal.

Welcome to the HP Forum.
Check System Files:
Open an Admin command prompt as follows:
Open Search then enter "command prompt". Right-click on the search result.
Select "Run as Administrator".
Enter the following commands, one at a time. Wait for each command to complete before running the next command.
DISM.exe /Online /Cleanup-image /Restorehealth note: the PC must be connected to the network when using the DISM command.
Enter the next command to verify system files are okay.
sfc /scannow
I would then turn off Hibernation if you continue to see the startup error (your choice). I don't use: BitLocker or Hibernation on my Desktop PCs.
Check this Site on how to disable Hibernation.
Make a System Restore point before turning off Hibernation.
