cpu stuck at .78 ghz

For some reason my cpu has its clock speed stuck at .78 ghz and I have no clue why this happened, my desktop is only about a year old and the base clock speed is 3ghz

You've said this PC is about a year old -- so is this a recent issue?

If so, my guess would be a recent Windows Updates -- as the last few have been causing serious issues.

I would go into Windows Update and look for recent updates and if you find them, see if you can remove them.
