Could it be overheating, and shutting-down to prevent permanent damage?

cant be that because i cleaned the fan

Did you observe that the fans do spin, when powered-on?

Did you clean the heat-sink between the fan and the CPU?

Did you clean around the "air-intake" vents?

Is the flow of room-temperature air through those intake vents restricted?

Is the flow of warm/hot air through the exhaust vents restricted?

Did you blast some compressed-air into the power-supply, to remove some hidden dust?

Those symptoms might be an indication of the computer's hardware (motherboard? power-supply?) beginning to fail.

Power-off your computer. Power-on your computer, while repeatedly tapping the ESC key on the keyboard.

When a menu appears, hopefully you can click on the "run HP Hardware Diagnostics" to test the hardware.

How old is the computer?  Maybe, it's time to remove the disk-drive, and cannibalize the RAM & CD/DVD drive, and take the residual to an end-of-life electronic-recycling centre.  Then, buy a new computer, running Windows 11, and attach the old disk-drive as a "secondary" disk-drive, to copy all your personal files to the new computer's disk-drive.

nope i dont have the hp diagnostic thing also
my pc is 9 years old

At this point, you have two choices:

  1. pay a computer technician to trouble-shoot, and hope that the least-expensive repair, namely replacing the power-supply, will fix it. Cost: $60 to $80 for the technician, and about the same for a power-supply. It would be extremely expensive to replace the motherboard, which will require the purchase of a new Windows 10 license.
  2. remove the disk-drive, buy a new computer running Windows 11, and install the old disk-drive as a secondary disk-drive, to copy all your personal files onto the new disk-drive.

Note that a nine-year-old disk-drive can be compared to nine-year-old automobile tires -- not much tread left, and an increased risk of a "blow-out" (that would cause the permanent loss of all your personal files).
