To enable just-in-time (JIT) debugging, the .config file for this

application or computer (machine.config) must have the

jitDebugging value set in the system.windows.forms section.

The application must also be compiled with debugging

enabled.

When JIT debugging is enabled, any unhandled exception

will be sent to the JIT debugger registered on the computer

I believe this is related to some type of failure in the HP Support Assistant software.

HPSA is not a mandatory program -- you can remove it and leave it off the system or you can remove it and replace the software with a fresh copy.

In general, another thing that might be mixed up with this same error is an out-dated .NET Framework (not likely with Windows 10 -- W10 is fiendishly determined to stay updated).

Control Panel > icon view > Programs and Features >

Scroll down, find, Uninstall the HP Support Assistant

After the uninstall is completed, Restart the computer and log in
