Operating System: Microsoft Windows 10 (64-bit)
how do i return my hp pavilion 23 back to the original factory settings and would doing so remove any personnal files or accounts?

A factory reset is essentially restoring the PC to the state it was in when you first turned it on -- so all personal stuff is erased, including apps, settings, and files.
WHY are you trying to do a reset? If it is because the PC is slow, that generally means the internal drive is failing and if you force a reset, that will basically trash the PC, rendering it unusable, because the reset will fail.
