I deleted all the files on the drive, formatted it completely, and deleted all
partitions, including recovery. how to reset my pc to factory settings?

Fortunately that model is support by the Cloud Recovery Client
It does not specifically state that the receiving PC for the download must be the intended PC, so try it on a working PC.
You will need to provide specific details about the PC before getting to download the media, however.
If it has to be the PC intended for the recovery, then you can install a generic Windows 10 to get started by using this download
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
You should then be able to make the Recovery media from the link for the Cloud Recovery.
