Try to backup data per above.

 

Try reinstalling Windows on the existing HDD.

 

I can't say if you have a bad HDD or the boot sector is corrupted. 3FO usually means the HDD has failed.

 

You will have to replace the HDD if you cannot reinstall Windows.

See if you can repair the HDD boot sector using tips at this site (Link) before you do anything destructive.

 

Again, it sounds like your HDD is going bad.
