the program is hpDST.exe, with unknown publisher, and the file origin is the hard drive program location is
C: programFiles x86/Hewlett Packard/ SetupManager\hpDST.exe
I have viewed some other solutions for similar issue but not sure they fit.
Operating system is windows 7 32 bit

This is Windows User Account Control program stepping in >> http://windows.microsoft.com/en-gb/windows/what-is-user-account-control#1TC=windows-7
It happens because the program needs extra privilages to work and because it is not digitally signed (a.k.a. Windows cannot verify the owner). This program seems to be from HP but it is not mandatory for the function of your computer. You can safely delete the EXE in C:\programFiles (x86)\Hewlett Packard\SetupManager\hpDST.exe
You can go to Control Panel >> Programs and features, find HP Support Assistant or something with the name HP Setup Manager and uninstall them.
If the issue persists or you are unable to find the program, please let me know - there are more tricks that can be used.
