I am trying to install Windows Server 2025 on an HP Elite Mini G9 but it fails each time. I have tried changing settings like TPM and Secure Boot and a couple others in the BIOS with the same result. I was able to get Windows Server 2022 to install but when I try to upgrade to 2025 I get the same thing. Is it possible to run Server 2025 on this desktop?
The error is 0x8007000D - 0x2000C
The installation failed in the SAFE_OS phase with an error during APPLY_IMAGE operation.
Any help is appreciated.
