I am trying to install Windows Server 2025 on an HP Elite Mini G9 but it fails each time.  I have tried changing settings like TPM and Secure Boot and a couple others in the BIOS with the same result.  I was able to get Windows Server 2022 to install but when I try to upgrade to 2025 I get the same thing.  Is it possible to run Server 2025 on this desktop?

The error is 0x8007000D - 0x2000C

The installation failed in the SAFE_OS phase with an error during APPLY_IMAGE operation.

Any help is appreciated.

Hi @fcappiello,

Welcome to HP Support Community!

We noticed that this thread hasn't had any updates in a while since your original post; while this is rare, we didn't want this post to remain unanswered, so, here's the solution to your query. We hope it helps you and everyone viewing this post 😊

I'm sorry, but Windows Server 2025 is beyond the data that I'm trained on, which extends only to October 2023. Therefore, I cannot confirm the compatibility or provide specific guidance for installing Windows Server 2025 on your HP Elite Mini G9. However, I can offer some general troubleshooting tips that may be helpful based on common installation issues:

  1. Verify Hardware Requirements: Ensure that your hardware meets all the requirements for Windows Server, including CPU, RAM, storage, and other specifications that might be new or specific to Windows Server 2025.

  2. Check Compatibility: Confirm that the drivers and firmware for your HP Elite Mini G9 are compatible with Windows Server 2025. You might need to check HP's website for any updates related to this desktop model.

  3. BIOS Settings: You've already adjusted BIOS settings, but ensure that they are set correctly for your installation scenario. This includes making sure Secure Boot is disabled if needed, and verifying that the TPM settings are correct.

  4. Windows Update/Upgrade Compatibility: If Windows Server 2022 installs successfully but not 2025, there may be compatibility issues with your current setup or updates. Ensure that your current Windows Server is fully updated before attempting the upgrade.

  5. Installation Media: Ensure that the installation media you are using for Windows Server 2025 is fully intact and not corrupted. You might try creating new installation media from a verified source.

  6. Installation Error 0x8007000D: This error typically indicates that there is an issue with the installation files or media. Double-check that there are no file system errors on the USB or disc you are using.

  7. Check Logs: Look into the specific setup error logs to understand more about the failure during the APPLY_IMAGE operation, which might provide insight into the specific component that is causing the failure.
