keyboard/mouse stops working within windows after windows 10 fall anniversary update.
outside windows it works fine. like command prompt from F11.
You are not the only one to experience these symptoms, which seemingly started on/after Shrove Tuesday, February 13, 2018, when Microsoft released its monthly updates, via Windows Update.
When booting your computer, the "minimal" support for KB/mouse is supplied by the motherboard.
You may notice that the LED(s) on the KB/mouse are lit.
After Windows starts, the "full" Windows device-drivers for KB/mouse should be loaded.
You may notice that the LED(s) on the KB/mouse have gone "dark".
Windows Update should take a "checkpoint" before it applied those updates.
Try to use "System Restore" to roll-back your system to that date/time.
P.S. I doubt that it is the "Fall Anniversary Update" that caused the symptoms.
If it was true, there would be a LOUD complaint, on TV news, and on the Internet, that this update "broke" millions of computers all over the Internet.

I have the exact same problem. Was working fine list night when I put to sleep. This morning when woke, mouse and keyboard would not work due to no power. Computer was working as email was updating on screen, etc. Both work in BIOS and in the Macrium Reflect boot environment. HP and Microsoft had no fix (but opened cases). I restored C: from my daily backup and all is working fine. But no explanation of why or what caused the problem.
Seems like it has to be the OS and some update, but none installed last night that I can find. I did update the BIOS today to .57. I have an HP 860 Envy Phoenix Desktop. I will also turn on System Restore so I can just restore the OS without restoring the whole C drive. I'll report any updates.

for a full explanation of how Windows Update "sabotaged" the USB support.
The updates were released at 10 AM Pacific on Shrove Tuesday, February 13, 2018.
When your computer "called home" sometime after that, the updates were downloaded & applied.
