I hope this is the right board for this question. If not please tell me which one to choose.
Problem: The computer will not shut off using the onscreen commands. If I click Power/Shut down it only restarts and the lock screen reappears. Same happens when I use the keyboard commands to shut down. To really shut down I need to press the power button and hold.
Is this a Windows 10 issue? I could not find any Power commands under Settings or Control Panel that address it.
Any suggestions welcome.

Disregard this query. I was able to get it to shut down by unclicking the fast start command in the invisible power commands. I don't know why it worked but it did. Why should a command like that be invisible? Another example of how counterintuitive Microsoft software is.

This is a brand-new computer. It never fully shut off until I unclicked 'turn on fast startup' which was listed as an 'unavailable command,' in Control Panel under 'define power buttons.' I don't know what benefit I may be missing but not having 'fast startup' but at least it turns off. Thank you, I will be back if I have more problems.
