i have upgraded my computer from windows 7 to windows 10. from past 1 week the system is restarting several times giving the error on blue screen as IRQL NOT LESS OR EQUAL. i search the net for the possible solution. it was related to update. i tried updating it but the computer restart so many times with the same error. so i thought to downgrade the computer using the hp recovery disc. i run the factory reset option but now am getting the error as Oxe0ef0003. now the computer has no operating system and using the disc also its unable to install the operating system. what next i should do?

Since you need help restoring Win7, then you need to provide us the model number of the PC, not the monitor.
