Since CD and DVD media physically are the same size, but the capacities are quite different (700 MB versus 4700 MB), it's apparent that the mechanism to read "high-density" media has failed.
If you need to read DVDs, it is necessary to replace the CD/DVD drive.

Lightly touch the power button.
Either Windows will start a normal "shutdown" of the computer, or the computer will "wake-up", and the "flashing orange" will become a different, non-blinking colour.
