would  you like to help me because i would like to change operating system for customer and when i turn on the computer, there is this message "widow failed to start. A recent hardware or software change might be the cause.to fix the problem: 1. Insert your window installation disc and restart your computer 2. Choose your language settings, and then click 'next' 3. If you don't have this disc, contact your system administrator or computer manufacturer for assistance. File: \EFI\Microsoft\Boot\BCDl. Status:0xc000000f. Info:the boot configuration data for your PC is missing or contains error " and when i enter in bios system i have a message saying enter password administrator. i don't know how to do now and i ask you helping. Hello,

that’s a combination of two separate problems on the customer’s PC:

  1. A corrupted or missing Windows Boot Configuration Data (BCD) file (error 0xc000000f).

  2. A BIOS administrator password lock, which prevents boot order changes or OS installation.

Let’s go step-by-step so you understand what’s possible and what’s not accessible without HP authorization.


1. About the BIOS Administrator Password

That password is stored in system firmware (NVRAM) — it’s not user-resettable.
Only HP Support can generate the unlock code after verifying ownership.
Because this requires internal authentication, you must contact real Saif or HP Support to get the BIOS password release procedure.

Until the BIOS password is cleared, you won’t be able to:

  • Change boot mode (UEFI/Legacy).

  • Change boot device order to boot from USB or DVD.

So, this is the first priority — HP will need the serial number and proof of ownership to generate the unlock.


2. Once BIOS access is restored

You can then fix the Windows boot error or reinstall the OS.
Here’s what to do when you have BIOS access again:

Option A: Repair Windows Boot Loader

  1. Create a Windows 10/11 USB installer using the Microsoft Media Creation Tool.

  2. Boot from the USB.

  3. Select your language → click Next → click Repair your computer.

  4. Choose Troubleshoot → Advanced options → Command Prompt.

  5. Run these commands one by one:

     
    bootrec /fixmbr bootrec /fixboot bootrec /scanos bootrec /rebuildbcd
  6. Restart and check if Windows boots normally.

If Windows is still not starting, go for Option B.


Option B: Reinstall Windows (recommended if you’re changing the OS anyway)

  1. Boot from the same USB installer.

  2. When the Windows setup screen appears, choose Custom: Install Windows only (advanced).

  3. Delete the existing partitions → click Next.

  4. Let Windows create new partitions automatically and complete installation.

You’ll have a clean system afterward.
