Actually, I updated (free updates ) to Win 10 from Win 7 some time ago and now I tried to restore my PC using "clean " way because PS was very slow...could not start WINDOWS , unfortunately WIN 10 can not completed task showing message mentioned above....I am stack on this page....tried restore with "recovery DVD" but seems like Win10 does not recognize WIN 7 on DVD, tried restore WIN 10 from .ISO file but it required code ( which I do not have) .....so I guess I need to buy commercial version of WIN 10 and try to install " from the beginning".....Not happy with WIN 10 so far, I loved WIN 7, anyway Thanks for help....

No, you do not need to purchase a copy of Windows 10.
Since your computer was running Windows 10, Microsoft granted you a "digital entitlement" to reinstall Windows 10, at any time.
Download: https://www.microsoft.com/en-ca/software-download/windows10
either to a 16GB USB memory-stick, or burn a few DVD disks.
Boot your computer from this "system recovery" set.
When asked for the 25-character product-key, click "I do not have one".
This will activate the digital entitlement, and let you complete the installation.

I don't believe that other suggestion.
When the "other" anti-virus software is installed, it "disables" Windows Defender, to avoid any "conflict".
If that other software is uninstalled, then Windows enables Windows Defender.

Please start a new question, and supply more details:
* PC manufacturer;
* PC model;
* have you run HP Diagnostic tests on your HP hardware?
* age of the computer?
* age of the disk-drive?
* what Operating System is currently running, if any?
* what error-messages do you see?
* why you are trying "recovery" ?
Thank you.
