see what is explained here, about how to create a rescue kit, or reinstall the computer

If for some reason you are not able to do this, you will definitely not get a recovery kit from HP.
You will have to look for third party sellers with the risks involved
You can try the microsoft media if necessary, and get what you can from the drivers and software page afterwards!
