Most usually, this is a Browser issue -- but that is most common with folks running Win10 and using the (mistake) MS Edge browser which goes out of its way to block downloads from other than MS.
You could try first, changing the download directory to something different on your drive by first, using File Manager to create a new folder. That sometimes works when the default Windows security prevents you writing files to the default saving location.
If that does not work, then try different browsers like FireFox or Opera.
