The manual for that model indicates that user needs to use the USB 2.0 ports. It is most likely that Windows 7 does not have drivers for the USB 3.0 ports in the setup.

This is a frequently-asked question on this forum. Also, frequently-answered.
Trying to install Windows 7 (released January 2010) on a computer that is 7 years newer will create this symptom, because that "antique" software lacks support for the USB 3.0 ports on your "modern" motherboard.
Install Windows 10, and you won't have this problem.
Note that support for Windows 7 will end in January 2020 -- less than 2.5 years away.
At that time, you'll need to install Windows 10, to run a "supported" operating system.
By the way, why are you choosing to run Windows 7?
Windows 10 has "compatibility mode", to enable most programs that are compatible with Windows 7 to run under Window 10.
Also, Windows 10 is inherently more "secure" than Windows 7 -- more resistant to exploit vectors.

@Zubairkhanengg It would seem that you misunderstood what I was trying to pas on. Windows 7 needs the user to plug the mouse and keyboard into the USB 2.0 ports. As you already found out, there arse no USB 3.0 drivers.
Locate the position of the USB 2.0 ports and verify that the mouse and keyboard are plugged into them.
Use ports labeled as #4 in the diagram

Since using the Windows 7 32 bit install is company policy, is the "company" providing the install software? It might be that the IT department can add the drivers needed to support the install on this newer hardware.
Otherwise, it seems perhaps you are stuck without a solution.

> I have to stick to windows 7 32-bit due to company policy.
Did the company purchase the computer, without plans on how to "downgrade" it to Windows 7?
What will their policy be, after January 2020, in less than 2.5 years, when all their computers will then be running "unsupported" software?
(Microsoft will terminate all support for Windows 7 in January 2020.)
That's could be a lot of computers for the company to upgrade, before that deadline.
It might be time to polish-up your resume', and to search for a better employer.

Dear All,
Thanks for all your time and suggestions today issue has been solved,
Solution which worked is mentioned below.
I formatted the HDD with different machine and then inserted USB 3.0 creator drivers and reconnected the HDD to HP prodesk 600 . Now its booting correctly without getting stuck in between.
