Computer wont start up, shows BIOS recovery and then restarts to the same screen over and over.

If the BIOS is corrupted, the system automatically attempts to restore the BIOS from a hidden partition when the computer is restarted. 

 

If the PC is doing this over and over, that means the backup is also corrupted.
