You have the correct answer: if you purchased your computer in the Peoples Republic of China, at Microsoft's discounted price for all residents of China, you have a "single-language" version of Windows.  If you purchased a computer with Windows 8 or Windows 10 in any European or Middle East country, at the standard Microsoft price for their software in that market, you have the "full" version of Windows, and you can choose a language for each different user account that you create on that computer.
