Hi:
If your PC came with W11 from HP, there should be a W11 OEM product key encrypted in the PC's BIOS.
Download and install the free Showkey plus app from the Microsoft Store and it will show you the OEM product key and the version of Windows the key is good for.

The report may show an Installed key and an OEM key.
If the installed key is different from the OEM key, change the installed key to the OEM key in the PC activation settings and see if you can now activate Wndows.
