Recently purchased a pc in this range and noted that the "Apps" option in Windows 10 "Settings" for setting program and file type defaults is missing.
Why is it missing?
Is this HP tampering with Windows?
Is there a replacement function by HP?
How can the option be activated?
Yes, I can use "Control Panel" but, it has been stated in many other forums that Microsoft intend to retire the Control Panel in a future update.

Version 1607 does not have a Apps icon in Windows settings. It is present in version 1703.
To access the Default apps just click on System and look in the list below Display.
Click on Default Apps and you will be able to see the current defaulkt apps and make changes.

Versions 1607 and 1703 of Windows 10 are not the same as what you saw before.
To access the Default Apps and make changes:
Click on the System icon in Windows 10 settings. In the list below Display click on Defaault Aps.
That is where you can select the apps that you want to be your defaults and also see what is there as default apps in Windows 10.
