None of the tricky deinstallation/restarts can get the USB-Root-Hub to implement the device, which has the latest drivers from the manufaturer.

I hear that your HP external Blu-ray/DVD drive is not being properly implemented by the USB Root Hub. It suggests checking the connection method and safe external device handling first:
 

  • Use minimal force when connecting the USB device to avoid connector damage.
     
  • If the drive is a powered external device, make sure it is turned off before connecting, then:

    1. Connect it to the computer.
       
    2. Plug its power cord into a grounded AC outlet.
       
    3. Turn on the device.
       
  • To disconnect and reconnect a powered external device correctly:

    1. Turn off the device.
       
    2. Disconnect it from the computer.
       
    3. Unplug the AC power cord.
       
  • HP also notes that HP external USB optical drives should be connected to the powered USB port on the computer.
     
  • If you are moving the computer while connected to an external hard drive or drive device, properly disconnect the external device first.
