Hi.
i have a desktop PC that is running Windows 10.
I have a separate c: drive and d: drive. The c: drove has 117GB and the d: drive 1.8TB.
Unfortunately, most of the apps and settings are defaulted to the c: drive which is almost full, while the d: drive has 1.5TB space still.
What would you advise to help address this issue?

First thing I would do is run the apps below to reclaim space on the "C" drive:

Second, SOME apps allow you to specify a drive different than "C" when you install them. In these cases, since you can't actually MOVE apps from one drive to another, you would have to uninstall each app and then reinstall it to the "D" drive.

Third, when you install apps in the future, try to have them use the "D" drive -- but be aware that not all apps let you do this.

as @WAWood wrote, be sure to free up any space first before considering moving files.
Is the C drive one of those M.2 type? if it is in your budget you might want to replace it as the price of the bigger ones has dropped.
If you do not want to go that route and want to make do with what you have possibly you could free up some space by using the windows 10 "location" property to move certain folders to the D drive.
Documents and Downloads can be moved that way. Same for music and a few others but NOT windows, program files nor users
Example of moving "music" to the d drive. You select "music" and click properties and select "location"
You could relocate it to "D:\MyMusic" and iTunes and anything else gets moved. Supposidly the apps that use the original location on the C drive still work fine. If you check the properties and "size" of Download, Music, Documents, Video etc and add them up you will get an idea of how much space you can free up
