It is not a problem of windows, the monitor applies a yellow tint by itself on everything showed on screen to reduce blue light which I want to turn off. I searched the menu of hp monitor but can't any option to disable the tint

Sorry that wasn't very clear.
If you have image problem, check another monitor, and monitor with another computer..
In order to check if you have a problem with the screen only!
It is possible that it is a hardware problem, with most monitors, you have practically nothing to modify, the image must be correct on first use
In the given manual you have the different options/functions
If nothing helps, I guess it may be the screen itself that has a problem.

optionally you can correct the colors with the graphic control panel
For nvidia for example
