I am processing several hundred 35mm slides, many of whom were mounted backwards in the holder.
I am quick editing these (rotating, flipping, some minor color adjustments) in Photos or Photo Gallery. Neither seems to have a mirror flip. The only one I've found built-in is Paint. That is a whole extra step for onw, and for two, I am concerned about losing resolution or other critical component.
These are 70 years old and I don't want to have to handle them again if at all possible.
Is there a built-in way to mirror flip in the two programs I am already using?

No, Windows does not have this builtin tool, you have to use apps. There are many applications around can do that, some are free. Which aver one, you have to flip the output.
Some scanners allow you to flip the output before saving.
