Operating System: Microsoft Windows 10 (64-bit)
Do I need to download update - RTL8xxx, DCHU driver for Notebook, and use on the Cloud. This is a pc and I don't do Clouds?
I have no reason to clog my hard drive up with updates not relavent.

You don't say where this update is coming from or what it is for.
Drivers with "RTL" in their name are often RealTek drivers and those can be for a variety of hardware, often networking or audio.
Either way, you should install a driver update, especially if that is coming from HP.
