For security reasons, we cannot give this type of information here, even if we have the solution!
you need to contact a repair service, possibly try to find the documentation for this computer

Sorry for the bad news, but if this really is a power-on password, those are encoded into the firmware of the BIOS chip on the motherboard.  Since that chip is not removable, it's not a simple matter of replacing it with one that does not have a password encoded into it.  A repair facility might have the tools to "burn" the chip, but I would not expect that -- so you should not get your hopes up thinking this will be a simple fix.

You don't know which computer it is @WAWood 

With some models, there is no need to "burn" anything.

We are not going to tell the user to throw his computer in the trash all the same.

The fact is that here one does not have the right to give indications to unblock the computer!

I was one of the first to complain about it, because some gave handling for laptops which was unacceptable, if we do not know the origin of the machine, which could be stolen

But if it is a desktop computer it is different, Hp may not be, but that does not mean that the computer must end up in the dump, and add to the pollution.
