I need to disable the Action Keys. I don't want to have to push the fn key in order to access a function key like F1, F2, etc. There is no bios option for this.

Remember: Do not share any of your personal information such as serial, phone number, email ID, etc.
Meanwhile, I must let you know that the action keys lock among other usage of function keys can only be used on laptop's, commercial devices and certain wireless keyboards, the function to disable the same or toggle as such, is not available by design, changing or tweaking registry to achieve these changes can be done, however, HP doesn't recommend or support the same.
