How do you change the fan speed on the HP pavilion desktop anybody else when I go to configuration and thermal it does not let me set a minimum fan speed and I would like to know if there’s anyway to change the minimum fan speed

@Lyon845 -- what is your issue?

 

At the fan's current minimum speed, what temperature do you see for the processor? Is it too warm? 

 

Or, do you want to reduce the minimum speed, to reduce the level of noise that the fan produces?

 CPU gets up to 90° and I would like to increase the minimum fans be that way it stays cooler

That is warmer than it should be.  I assume that the fan is working correctly.

 

Perhaps, you need to replace the "standard" heat-sink/fan unit by a better one, and use fresh "heat-paste" between the CPU and the heat-sink. 

 

Also, consider adding an extra fan at the "inside-back" of the case to expel more air.

 

Also, do not place the exhaust vents of the computer where the flow of warm air out of the case is impeded.

 

But, maybe all you need is a can of compressed-air, to blow out any dust that has accumulated on the heat-sink and on the fan-blades above the heat-sink.
