The other question I have for you is did you use Rufus to create the flash drive or the tool I attached?
If you use Rufus to create the bootable flash drive, you select the GPT partition table on the menu that shows up and then you should be able to boot from an EFI boot source.
The Windows tool I zipped up and attached may only allow you to install Windows in Legacy mode.

Hi Paul,
I was able to install Win8.1 by choosing boot source 'IS817 innostor'. But it was in UEFI mode, I didn't see EFI mode and don't know how to switch to it. I also installed all drivers required.
Now I am facing two problems
1. It always restarts automatically if I turn off the PC by either pressing keys Ctrl+Alt+Del, then selecting 'Shut down' or pressing On/Off button. This problem already occurred before I replaced the old hard disk.
2. If I do nothing during the boot process, it will show 'F1 boot', then I have to press F1 to boot, eventually it only shows a blank screen without anything on it. If I press F11 during the boot process, it will show 'F1 boot --- System recover' , then it will bring a screen allowing me to log in with my account name and pwd if I press F1.
I am just worried about some other potential big problems. Any solutions to these issues ?

UEFI/EFI are the same thing.
You're good.
See if installing an updated version of the Intel Management Engine Interface driver resolves the PC automatically restarting.

The second issue you are having, unfortunately I have no idea what to do about that.
The PC seems to be detecting some kind of hardware change.
What you can try would be to go into the BIOS and set it to its defaults, save the settings and exit.

When you go into the BIOS (F10), there should be a setting on the File tab, to 'Apply defaults and exit.'

While you're at it, install this Intel chipset installation utility which is 5 years newer than the one on your PC's support page.

Hi Paul,
Win8.1 I installed yesterday got crewed up, maybe, due to missing some drivers. I had to reinstall Win8.1 and all drivers ( total 20) and also installed newer version of "Intel Management Engine Interface driver" and "Intel Chipset Installation Utility" that you provided. But the problem 1 and 2 that I mentioned before are still existing. The only thing get little bit better is that when it shows 'F1 boot' on the black screen, it will bring up login screen if I press key F1.
I also tried to install Win10, but it shows "Window 10 setup failed" after several setup processes were completed.
Not sure if this desktop has some hardware problem.

I didn't make a bootable USB installation flash drive with the media creation tool from the link you provided. I just downloaded the tool, ran it and selected "Upgrade this PC now" to install Win10. Is this a right way to upgrade Win8.1 to Win10 ?
