Unfortunately, your OMEN 30L Desktop - GT13-0024 (9EE29AA) as fitted with the Moria3 motherboard with SSID: 87C3, does not have an advanced BIOS tab, and no XMP access.
Also, the fastest any RAM will run on your platform is 3200 MHz, as you can verify yourself amongst fellow HP System OMEN 30L Desktop GT13-0xxx Users: https://www.userbenchmark.com/System/HP-OMEN-30L-Desktop-GT13-0xxx/186189. FYI: the GT13-0024 Moria3 motherboard Users start at page 28 of 59.
The RAM you purchased (let me guess: Corsair Vengeance) is stuck at its default aka SPD 2133 MHz speed, and there is nothing you can do about it. Yea, been there, done that.
Here are two of the best non-HP branded Kingston RAM examples which will run at 3200 MHz: 16GB Kingston Fury KF3200C16D4/16GX and: 16GB Kingston HyperX KHX3200C16D4/16GX.
