I assumed low GPU performance due to either high temperatures or lack of power, as has been my experience.

 

It appears your issue is caused by something else.

Yes, this is frustrating.  I double-checked all of the information you gave me:

 

1.) Hynix 2 x 8GB PC4-3200 DDR4-25600Hmz UDIMM HMA81GU6DJR8N-XN Non ECC Desktop Memory 1.2V 260-PIN -which is excellent, running at 3200 MHz, correct?

2.) Ryzen 7 4700G 3.60 GHz Base frequency, up to 4.40 GHz max boost -which is a great processor

 

Just spit-balling now: you do have a GSync/FreeSync hi-res (1080P or beyond) compatible monitor? Btw, 1080P is a really low resolution for this GPU, Users have reported GPU improvements when they upgraded to 1440P or ultra-wide 1440P.  Are you running virtual machines (VM) using Hyper-V? This can cause the same problem.

 

Right now I am at a loss what else to suggest. You could try, if you haven't done so already, to set your graphics settings at the highest level, this way, you will force your 3060-Ti to work more under load in order to relief your 4700G and gain extra frames.


When I am off work later, I am going to do some more research.
