Hello, bought my pc about a year ago and have this problem i cant solve. I mean with a 3060 ti i should be able to play anything with good performance. But when i play my cpu and gpu are always under 40% and ive tried everything. Playing squad and warzone, eft i struggle to get over 60 fps. Please help. And yes ive installed all the latest drivers...

All right, I'd like to take this on.
In order to start diagnosing your issue, it would be helpful to know the following -for starters (no particular order of importance):
1.) Your desktop's BIOS version.
2.) How many and part number(s) of your RAM installed.
3.) What NVIDIA / HP / etc. software and version are you using for your 3060-Ti.
4.) Start MSI Kombuster (If you don't have it, download from here: MSI Kombustor Download Latest version 32/64 bit For Free (msigamingapp.com), scroll down to "Download Now 64 bit", and install) and run the standard "(GL) msi-01" stress test with your monitor's resolution (1920 x 1080, 2560 x 1440 -whatever your monitor's resolution may be). Run for at least 5 minutes and closely observe these five parameters: GPU Temp, Speed, GPU Load, GPU Power and Artifacts. Please let me know what you got.
5.) What processor is installed.
6.) Download/install the Intel Processor Diagnostic Tool from here: Intel® Processor Diagnostic Tool and run. Hopefully all your CPU parameters are "Pass".

3.) I Use geforce experience and have the latest drivers
4.) Could not get MSI kombustor to open so i used UNIGINE 2 superposition. Basicly no infor other than temp wich was max 85c and utilization at 98%. Let me know if u need more information and maybe know another program i can use.
5.) AMD Ryzen 7 4700G with Radeon Graphics 3.60 GHz
6.) I did the test but it was instant fail, maybe because AMD processor?

My bad, the Intel Processor Diagnostic Tool utility doesn't work with a non-Intel CPU...
So, I would try "AMD N-Bench 3.1" instead: AMD N-Bench 3.1 (guru3d.com).

Hello again, i could not run the programm you said: '' The program connot run because hardware functions are insufficient.'' so i downloaded this other program and got theese result, i hope maybe this will work?

All right, what this tells me that your AMD processor is A-OK. However, I didn't see any numbers for your 2D and 3D Marks, please include these numbers.
Also, why don't you run GPU-Z which is another freeware program you can get here, for example: TechPowerUp GPU-Z (v2.45.0) Download | TechPowerUp, click on the "?" and click on "Start Render Test". What I am interested in seeing is the lower GPU-Z section starting from the "Driver Version" (blue outlined section). When you run this rendering test, please record the GPU's temperature.
Now, on a separate note, at this point I wonder if there are what is called "thermal deficiencies" at play here. Meaning, not enough air is moved within your chassis to provide adequate cooling for your processor and GPU.
But please provide the requested data.

Thank you. Your GPU is also performing A-OK. In my opinion, that almost certainly points to a lack or deficiency of internal air cooling. This presents a different can of worms, because now you'll have to look into either replacing CPU/chassis cooling fan(s) and/or adding additional cooling fans. Some DIY options are not for the faint of heart.
Forcing more air through your desktop is certainly possible, for example, I achieved this very successfully on my HP EliteDesk 800 G3 SFF -see one of my cooling fan additions here (link: https://h30434.www3.hp.com/t5/Business-PCs-Workstations-and-Point-of-Sale-Systems/Upgrading-HP-Elite...) :
In this example, the external fitted fan you see here is acting like a boosting/accelerating CPU cooling fan. This solved elevated i7-7700K CPU temperatures once and for all.

Just to consider all aspects here, do you still have the original 400 watt power supply installed? Given your RTX 3060-Ti, a 500 watt power supply would certainly help providing the juice this GPU needs especially during (serious) gaming. The part number for a compatible 500 watt power supply is HP L05757-800, but it appears difficult to get, and what is available is way expensive, such as here: https://www.ebay.com/itm/234517496790?hash=item369a5503d6:g:by0AAOSw4VViXHHr.
[EDIT:] A 400 watt PSU IS listed as the minimum power supply for an RTX 3060-Ti, so on second thought, I doubt upgrading your power supply would solve high GPU/CPU temperatures.
