It sounds like you’ve already tried most of the key troubleshooting steps — nice work narrowing it down. The 0xC1900101 - 0x30018 error usually points to a driver conflict during installation.

Here are a few things that often fix it:

  1. Unplug all external devices (USB drives, gaming peripherals, external SSDs).

  2. Update or temporarily uninstall GPU drivers, especially NVIDIA ones — the installer sometimes conflicts with older drivers.

  3. Disable antivirus or security tools before upgrading.

  4. Free up at least 30–40 GB on your C: drive.

  5. Try Windows 11 Installation Assistant from the Microsoft site instead of the Update tool.

  6. If that still fails, perform a clean install using a bootable USB after backing up your data.

Many ROG laptop users fixed this exact issue by updating the BIOS from ASUS support first — definitely worth checking before giving up.

Good day,

 

checked (via HP support assistant) if there was a new BIOS update, and much to my surprise there was one.

HP consumer desktop PC BIOS Update (ROM family SSID 8949)

Have installed this and it looks like the TPM issue is now solved. 

After update It now shows TPM version 3.94.2.5 (which should be ok for COD).

I'm glad to hear you got yours working!  That's great! 

 

I tried the HP Support Assistant, and it did indeed update the bios!  On my 30L, but, it didn't fix my issue.  My TPM version still has the infamous 0 in it:

As per the recent update I've received, new update versions for your specific products are set to be released in Mid-November of 2025.
