Bring up control panel and select power options then expand
"show additional plans" to get the power one.
Make sure minimum power is %5 and maximum %100.
If system runs hot then reduce the %100 to 95 which normally prevents turbo mode from running all the time.

bring up that power plan and click "change advanced power settings"
then select high performance

Yea - it is definitely missing. I forgot you have a laptop. The high performance is done using the battery icon
Right-click on the battery icon in the taskbar and select Power Options. In the panel on the left-hand side of the window, click on Create a power plan. Click on the checkbox next to High Performance
