When I had Windows 7 I used to be able to highlight part of a page so I could print only the highlighted section (to save ink), with W10 I don't seem to be able to do that. Is there a way? Thanks.

Just highlight and copy the text. Then past into any text program, ie wordpad, or MS Office Word.
If your not concerned about editing, or it has a graphic, use "Snipping Tool". You can print directly.
