I'm getting an error from BIOS update file sp76205.exe, too: "hpqflash\ROM.CAB is missing or corrupt."
It is indeed missing.

I have moved your post and created a new dedicated thread for you so that it has better visibility.
In order to be able to assist you with the BIOS update, you need to provide your computer model and details about it.
However, I'd like to ask you why you want to update the BIOS ?
Personally, I do not recommend you do it unless you experience some issues with your existing BIOS and you are sure that the new BIOS will fix it.
General recommendation I provide to users/customers is NOT to upgrade BIOS/UEFI unless they experience any kind of specific BIOS/UEFI issue. Updating just for updaing and just for using the latest verson is not solution. Any kind of update (no matter for what and who relesed it) can fix 2 issues but may introduce 10 more issues. Additionally, upgrading the BIOS (for any vendor) poses more risks because BIOS recovery is not that easy as compared to typical software updates IF something goes wrong.
Same applies for Windows Updates, OS update, drivers updates, etc - upgrade/update IF you have issues which you know are fixed in the newer version or for some severe security issues. Otherwise, keep the existing version as long as possible.

It's an EliteBook 8460p, BIOS F.63 file available at:
MD5 checksum mentioned on the release notes matches my downloaded copy.
HP has classified this update as "Critical" and states the following: "Improved security of UEFI code and variables. HP strongly recommends transitioning promptly to this updated BIOS version which supersedes all previous releases.".

If you review the Review history and release notes you will be able to see these:
Version:F.63 Rev.A (2 Jun 2016)
NOTE: Due to security changes, after this BIOS update is installed, previous versions cannot be reinstalled.

Please, reboot, keep hitting Esc -> then F1 and provide the info skipping the S/N - especially system board ID/CT, etc...

Could you restart your computer and boot in the existing BIOS to see if it says UEFI or BIOS ?

as you can see there is a BIOS and BIOS-tools downloads.
May be you can try with them both to see if this will work.
