Every time I use my computer the Software and Drivers Window appears randomly . I will not even be on the HP support assistant and it will pop up, I would be watching a video and it will stop what's playing and appear on top randomly. In addition when I select never check for updates it doesn't  remember the option I picked and continues to pop up at random times.

so, for the moment there is no precise solution.
other users have encountered the same problem
for one it seems that having to modify in particular an element in the task manager is a solution ...
But it doesn't seem to work every time.
So I did some tests, after downloading the latest version available
The first time, after simply deactivating the option, I was quiet for a while ..
But no, after a few days he reactivated himself.
What I haven't tested yet is simply disabling everything in scheduled tasks for hpsupport.
I advise to use the report option "give your opinion" and explain this problem.
And for the moment the best if you don't want to be bothered if the indicated options are not enough, to simply uninstall it
