The taskbar is present when I'm on the desktop screen but just disappears when I shift to using a window or a program, so to access the taskbar i have to minimise all the open windows and go back to the desktop screen for the taskbar to appear.

OK..
When I have the Taskbar set to "disappear", it does reappear when I drag my mouse to it.
So:
Perhaps setting it to "not disappear" and then setting it back to the way you like, will jog it.

Set the Taskbar to "not disappear" when it is not in use:
Right-Click on the Taskbar > Settings >
OR
Windows key > Settings > Personalization
Next:
Set to Off :
Lock the Taskbar
Automatically hide the taskbar in desktop mode
Automatically hide the taskbar in tablet mode
If you like, relock the Taskbar
Click the Thumbs Up to say Thanks!
