Assuming "E" is a data disk and available for writing and saving files:
- Create the folder you want to use on the "E" partition
- Set your browser to use that Downloads folder
Examples:
Firefox > Tools > Options > General > Adjust the "Save files to" setting
Edge > Settings > Advanced Settings > Adjust Downloads folder selection
Internet Explorer > Settings Wheel > View Downloads > Options > Adjust Downloads settings
Chrome > Settings > Advanced Settings > Adjust Downloads settings
