Thanks for clarifying. So far, I haven't seen HP One Agent do that on my computer, but there's no reason to assume it won't in the future. There has to be a way to tell Windows Update not to keep reinstalling it, and HP should let owners of their computers know how.

I have been in conversation with a HP escalated help desk person and he has given me instructions on how to disable the HP One Agent once and for all and he has initiated a fix with the HP software engineers to fix it so the HP One Agent software does not automatically get re-installed through future Microsoft Updates. The Windows update fix will take a few months as Microsoft is not that quick on integrating changes from HP but in the mean time we tried the fixes I will list here (below) on my laptop and they did stop the HP One Agent from re-installing itself (after a re-boot) and it did not re-install itself after I installed the Microsoft Update that came down the pike today - although that Microsoft update did not have any HP Software as a part of it. This fix also stopped the HP One Agent from creating system restore points. So apply the fix listed below and eventually Microsoft will make the permanent fix available through their Windows Update system after receiving said fix from HP.
How to uninstall HP One Agent app
Method One:
Open the HP Privacy Settings app
Click on "No to All"
Method Two:
1. Open the MyHP app
2. Click on "Settings"
3. Click on "Privacy"
4. Click on "Click here"
5. Click on "No to All"
6. Click on "Done"
Go to Add or remove programs
Find and the HP One Agent
Click on "..."
Click on "Uninstall"
This is basically telling HP that you are not giving them permission to see your activity that they will use to supposedly improve their products and software. Also the HP One Agent has no connection to the Dynatrace One Agent at all - this HP One Agent software is solely from HP.

Thank you for sharing this information with us.
Previously, I basically disabled everything that I could in startup and task manager and the such. So far so good there.
But I also did what you said with the HP Privacy Settings App.
However, my computer does not have a MyHP app. HP does have a support website
where I can log into "My HP". I did that but cannot find any button or link for Settings or Privacy. I'm now going to unstall HP One Agent anyway and hope that this virus doesn't come back.

Apparently not everyone will have "MyHP' on their computers and it is not necessary to change the privacy settings to "NO" in both "MyHP" and in the "HP Privacy Settings App" - they both accomplish the same thing so either method one or method two will take care of it.

I've done what you said and deleted HP One Agent. When I shut down the computer, a Windows update was waiting to be downloaded and installed. That's now happened and when I restarted, there was no One Agent installed. Also, no new restore points have been created by this software. So I think, after 11 pages of comments in this forum, that we slew the dragon.

As a final note on this method to render HP One Agent app from re-installing itself after it has been uninstalled and from stopping it from creating system restore points - I received this final note from the escalated IT fellow from HP I have been dealing with to solve this problem and it relates to the possibility of the HP One Agent app being re-installed by a future Microsoft update - here is what he had to say:
"Since you already opt out (No to all) all the consents and uninstall the HP One Agent app, you shouldn't get an update/installation of the app. In the future the operating system may download the app (update to date version) from the Microsoft Update Server but it won't extract and install it on your computer unless you decide to opt in and give your consents."
So if you followed the instructions on how to opt out of the HP On e Agent app and said no to all of the permissions and then uninstalled the HP One Agent app it should not be re-installed from a future Microsoft update.

Install it from Microsoft Store using this link because if you look for it you won't find it, at least I wasn't able to find it ...
Then follow the instructions provided by Codger65
