i was wondering if i can put a 1660 in a omen 870-224 and if the i5 7400 to weak i can buy a i7 7700 because the only reason why is my game called rust keeps crashing i just wondering if i could upgrade plz help me

Wait a second -you can get an i7-7700K considerably less expensive (sometimes starting around $150 [edit] as right now) via eBay than @Prométhée's $679: ii7-7700k: Search Result | eBay.

 

That's were I bought my i7-7700K for my HP EliteDesk 800 G3 SFF upgrade project: HP EliteDesk 800 G3 SFF Performance Results - UserBenchmark, and it has been running great.

Absolutely, your OMEN by HP Desktop PC - 870-224 (Z5M58AA) which is fitted with a 500-watt power supply according to: OMEN by HP Desktop PC - 870-224 Product Specifications | HP® Customer Support, which means that a Nvidia GeForce GTX 1660 IS compatible because this graphics card requires a 300/350-watt minimum power supply. Your desktop is also fitted with the Odense2-K (SSID: 82F1) motherboard which happens to be 24-pin ATX-power enabled, meaning that you can swap it with any ATX industry standard power supply if you need a higher wattage PSU, as long as you watch its dimensions (LxWxH) for fit inside your desktop case.

 

And yes, your desktop IS compatible with the i7-7700K, as seen with this User, for example: https://www.userbenchmark.com/UserRun/54727422.  This particular i7-7700K CPU User has a GTX 1070 Ti installed.  This GPU requires a 500-watt minimum power supply, which probably means that this User did not have to upgrade their power supply either.

 

Please be mindful that an i7-7700K runs hotter because of its higher TDP, so you may need to upgrade your cooling fan(s) / improve internal airflow in order to keep CPU temps in check.

Other HP Omen 870-2xx Users as seen here: UserBenchmark: HP OMEN by HP Desktop PC 870-2XX Compatible Components, probably did upgrade their power supplies in order to meet their graphics card's power demands.

but if necessary just change the graphics card if that's the problem!

the graphics card you could install it in another computer
But no interest in buying a computer / motherboard to reuse this processor, do you understand what I mean?

the sum of the two, not just the processor!
the price is the one mentioned in the link you had given..
I do not mention in this type of case, products already used, because sometimes we have bad surprises..
After if the user is ready to spend money, it's another thing, I just advise to check if it's worth it
We wait a bit and we can have a much more powerful computer, for not much more!

note, I know this tower, little space, not ventilated, not ideal

Let's clarify things: there is no 1060 ti. There's a 1060 3GB and a 1060 6GB which is a pretty decent card, and then there's a 1660 ti.  So, what card do you have?

 
And I would recommend upgrading your i5-7400 with an i7-7700 -same TDP, but considerably more powerful.
