A DVD with a bunch of picture files on it does not "play" -- it's just a collection of files. IF you insert that into a commercial DVD player, nothing will happen.
When you insert it into a PC, File Manager will usually open to the file system on the disk, and using that, you can select the individual picture files.
IF you want to create a D\VD that automatically launches in a commercial DVD player, you have to purchase software to do that.
